
In 2025, hauliers face a host of changes to European lorry tolls.These changes are conditioned by the amended EU directive on the Eurovignette, which regulates the systems for road charges in the countries of the European Union.Most EU countries have already introduced the necessary changes by the March 2024 deadline. However, some countries have not yet been able to adapt their toll collection systems to EU law.
This year, not only new rates come into force in European countries, but changes are also made to their structure.
Austria
In Austria, the issue of the planned toll increase has not yet been resolved.Only a 12.6% increase was discussed.
Belgium
The Board of Directors of SOFICO approved the indexation of tolls for heavy goods vehicles in Wallonia.This indexation is calculated on the basis of the consumer price index from August 2024. They reflect fluctuations in the prices of goods and services in Belgium.The average adjustment, effective from January 2025, is +2.86%.The software of the on-board devices implemented by the six accredited toll providers in Belgium was automatically updated with the new tariffs from 1 January 2025.
Czech Republic
From 1 January 2025, road charges for trucks over 3.5 tonnes have increased by approximately 5%, reflecting carbon dioxide charges.In addition, the portal of the Czech electronic road tolling system is now available.
Denmark
On 1 January 2025, Denmark withdrew from the Eurovignette, meaning that drivers traveling to Sweden, the Netherlands and Luxembourg will need to purchase a vignette.Denmark has also replaced time-based vignettes with distance-based tolls.

Netherlands
The Eurovignette will remain in force in the country in 2025. The fee structure has changed, although this has been delayed.New, higher rates on the Eurovignette come into effect from 1 January 2025. Road charges in the Netherlands have increased by 1.9%, with charges to be determined by the vehicle's emission class, number of axles and carbon dioxide emissions.Since the revised toll structure was introduced, vehicles have been categorized into five carbon dioxide emission classes ranging from Class 1 (diesel trucks) to Class 5 (zero emission vehicles).Vehicles in classes 2 to 5 are eligible for reduced charges.
For example, for a Euro 6 motor vehicle with CO2-1 emissions class, the annual rate will increase from €1,250 to €1,274.Within the CO2-1 emission class, further distinctions will be made based on the emission class of the vehicle.A kilometer-based toll system is scheduled to be introduced in mid-2026, replacing the vignette system entirely.
Luxembourg and Sweden
Both Luxembourg and Sweden introduced higher rates on the Eurovignette from 1 January 2025, and the new tariff systems in these countries are effective from March 2025.
Switzerland
In Switzerland, tolls increased by 5% from January 1, 2025
Changes in other countries
Truck tolls are also expected to rise in France, although the new rates have not yet been announced.Carriers should also expect changes in Poland, Bulgaria, Greece, Spain, Luxembourg, Malta, Portugal and Italy, as these countries received an official opinion from the European Commission in December 2024 for non-compliance with the Eurovignette Directive.This directive requires the amount of tolls to be linked to carbon dioxide emissions.
